This 90-minute knowledge-sharing session will revolve around statements from leading experts of the national assessment of Internet Universality ROAM-X indicators in Europe as well as interventions from partners of the newly launched IGF  Dynamic Coalition on IUIs to trigger discussions on how to advance Internet Universality and Internet governance in the region.

Session description

To optimize the benefits of digital technologies and provide a global response to governing the digital transformation, UNESCO’s Internet Universality R.O.A.M (Rights, Open, Accessible to all, and Multistakeholderism) principles and indicators contributes to operationalizing the UN Secretary-General’s Roadmap for Digital Cooperation and supports Our Common Agenda’s formulation of Global Digital Compact to connect all people to the internet, avoid internet fragmentation, protect data and apply human rights online, introduce accountability criteria for discrimination and misleading content, promote regulation of artificial intelligence and digital commons as a global public good in Europe and beyond.

The framework also aligns with UNESCO’s Information For All Programme’s priority to help UNESCO Member States develop and implement national information policies and knowledge strategies for building inclusive and human-rights based information and knowledge societies.

EuroDIG serves a great occasion to brainstorm on the strategic issues how ROAM-X could contribute to global Internet governance and shaping Global Digital compact.  

As the national assessments of ROAM-X indicators are progressing in +40 countries, including Germany, France, Serbia and Bulgaria in Europe, UNESCO is reinforcing its extensive partnership with the EuroDIG community to advance Internet Universality by presenting the ongoing initiatives in Europe and providing capacity and support in deploying voluntary national assessments in European countries.

In this vein, the event will also  discuss how to make best use of  IGF  Dynamic Coalition on Internet Universality ROAM-X indicators  and engage further with European partners including German Commission for UNESCO, Polish Commission for UNESCO, Council of Europe, Organisation for Economic Co-operation and Development (OECD), Internet Society (ISOC), Internet Corporation for Assigned Names and Numbers (ICANN)) as well as new stakeholders at EuroDig.

Objectives: 

  1. To discuss the strategic relevance of the Internet Universality ROAM principles and Indicators to foster sustainable development, peace and security, shape global digital transformation and digital collaboration and formulating the global digital compact.
  2. To share global and European perspectives and experiences of conducting national assessment initiatives, good practice and lessons learned, as well as to exchange on the transformative impact and the policy improvements following the recommendations emerged from the assessment.
  3. Discuss how to make best use of the IGF Dynamic Coalition on Internet Universality ROAM-X indicators, how to engage further the EuroDIG community and European stakeholders in the Dynamic Coalition and raise interest from more countries and stakeholders to conduct voluntary assessment of Internet Universality Indicators.
