Biographical Information

David Frautschy

David Frautschy a government affairs professional with 20+ years of experience, 13+ of which focus on telecom and digital regulations, trade policy, and corporate social responsibility. He loves implementing advocacy campaigns, building coalitions, coordinating cross-border teams, and translating complex technology issues into easily understandable language. David is impassioned about the power of the Internet to transform people’s lives.

David is a telecommunications engineer from the University of Alcalá (Madrid), plus he holds a Master in Business Administration from the EOI Business School (Madrid).

He enjoys sharing time with family. David is also passionate about modern art drawings, likes to relax by the seaside, and practices skiing and fencing. David is a Spanish national, based in Brussels, Belgium.

Emilia Zalewska

Emilia Zalewska is a lawyer and youth activist in the field of ICT technologies.

Currently, she works for National Research Institute NASK as a specialist for Strategic Analysis in Cybersecurity. Her main fields of interest are security in the area of digital platforms and emerging technologies like AI.

Emilia is also a co-founder and coordinator of Youth IGF Poland – an initiative that aims to bring young Polish people closer to the topic of the Internet and digital technologies. Last year, she served the role of Eastern Europe Representative at the Youth Coalition on Internet Governance steering committee.

She graduated from the University of Warsaw in two faculties: Law and Applied Animal Psychology.

Karen Mulberry

Karen Mulberry is Senior Manager of Public Affairs at IEEE Standards Association (SA) where she manages strategic public and government affairs programs at the intersection of technology, standards, regulation, and policy. Karen has been involved in developing strategic initiatives that shape standards development, technical policy and provide thought leadership throughout her career. She has participated as a technical expert in numerous regulatory proceedings and represented her company in the IGF, ITU-T, ITU-D, ETSI, IETF, ICANN and ATIS.

Karen’s background includes working at ICANN as Director Strategic Initiatives, the Internet Society as a Policy Advisor, Neustar as Director Technical Staff-Advanced Services and as Senior Director, International External Affairs-Technical Strategy & Policy, Verizon Wireless as Sr. Project Manager/Advisory Engineer, Numbering, Network Architecture & Standards.

Educational background includes among others a BS in Organizational Behavior from the University of San Francisco and an MBA from the University of Phoenix.

Markku Turunen

Markku Turunen, PhD, professor of Interactive Technology. Professor Turunen is leading the Pervasive Interaction Research Group (PIRG) which has completed approx. 80 funded research projects. He has around 250 publications on human-technology interaction and related areas. PIRG is a part of the Tampere Unit for Computer-Human Interaction (TAUCHI), which is the largest research unit in human-technology interaction in Finland. Recently, prof. Turunen established TACCU - Tampere Accessibility Unit with two of his colleagues from language studies. TACCU has become in three years the leading unit in accessibility research and education, and it offers the most comprehensive master's level accessibility education in the world. Prof Turunen is also leading the international master’s program “Sustainable Digital Life” (social sciences). Previously, he was leading the “Human-Technology Interaction” (computing sciences) international master’s program for years. He teaches actively in both programs. This makes his work to be in the intersection of computing and societal sciences.

Nicola Frank

Nicola Frank joined the European Broadcasting Union in 1998. In March 2020 she became the EBU’s Head of Institutional and International Relations, after having represented the EBU and Public Service Media at EU level, as Head of the EBU’s Policy office in Brussels from 2009 to 2020.

She started her career in the European Commission in 1990 where she was responsible for an Information and Communication Programme towards the Mediterranean and the Near and Middle East. In 1996 she joined Media and Entertainment International, the international federation of media and entertainment trade unions, as Deputy General Secretary.

Nicola Frank was born in 1963. She took an M.A. in Islamic Studies, Modern History and French Literature.

Olga Kyryliuk

Olga Kyryliuk works as a Digital Rights Coordinator for Greater Internet Freedom Project at Internews. She has a PhD in International Law and over 10 years of experience in the field of digital rights and Internet governance. Prior to joining Internews, she worked as a Program Manager at the American Bar Association Rule of Law Initiative in charge of the regional Internet freedom advocacy program in South-Eastern Europe. She is also a Chair of SEEDIG – South Eastern European Dialogue on Internet Governance and Europe Representative at Executive Committee of Non-Commercial Users Constituency (NCUC) at Internet Corporation for Assigned Names and Numbers (ICANN). Olga provides consultancy and expert support to Freedom House, Council of Europe and a range of international companies working worldwide. She also dedicated four years to work in leading humanitarian organizations, including International Committee of the Red Cross and Danish Refugee Council, dealing with the provision of legal support to internally displaced persons in Ukraine.

Reijo Kupiainen

Reijo Kupiainen, PhD, works as a University Lecturer at the Faculty of Education and Culture, Tampere University Finland, and as a Professor II at the Department of Education and Lifelong Learning, Norwegian University of Science and Technology NTNU. His research explores media education, media literacy, multiliteracies, critical literacy, and media and young people. Currently, in the CRITICAL project, his study focuses on adolescents’ evaluation of the credibility of multimodal Instagram posts. He is a member of the Paneuropean network EU Kids Online and has been involved in developing media literacy education and research in various organisations in Finland.

Roberto Gaetano

Roberto Gaetano has been involved in Internet Governance since 1997.

He has served 3 years on the ICANN Board as At-Large Liaison, then 3 years as voting Director. He has served also 6 years on the PIR Board, 2 of which as Chair.

Currently he is an active EURALO Individual Member.

Stephen Wyber

Stephen is Director, Policy and Advocacy at the International Federation of Library Associations and Institutions. The job of his team is to ensure that the potential of libraries to support the achievement of development goals – and in particular of a people-centred internet – is fully recognised and realised. This happens through building awareness and partnerships, from the international to the local levels. His team covers internet governance, copyright, culture, heritage, human rights and sustainable development.

Vlad Ivanets

Vlad Ivanets is a journalist and media researcher with a passion for civil society, political science, freedom of speech, and digital space regulation. With a Master's degree in Journalism and a Bachelor's degree in Philology, he has worked for more than 12 years as a content manager for local NGOs and creative companies, and as a reporter for independent Russian media, such as Novaya Gazeta and Boomaga.

Since 2020, he has been actively participating in conferences and initiatives on Internet Governance at regional and international levels, such as Youth Board of CCTLD.RU, SEEDIG, RIGF, IGF, etc. In 2021, he presented a youth generation report on the ‘Inclusive Internet Governance ecosystem and Digital Cooperation’ at the global Internet Governance Forum (IGF) in Poland. In the summer of 2022, he was involved in organising the Youth Dialogue on Internet Governance (YouthDIG) and participated as a fellow in the European Summer School on Internet Governance (EuroSSIG). He also remains an active participant of the EuroDIG, starting from 2021.
