Working title: UNESCO session at Eurodig 2018: Internet Universality Indicators as a comprehensive tool for enhancing free, open, right based and inclusive Internet.
Building on the vibrate consultation UNESCO conducted on defining UNESCO Internet Universality Indicators at EuroDig 2017, this session aims to present the final indicators and advocate it as a comprehensive tool to help European states and stakeholders to measure Internet policies to enhance free, open, right based and inclusive Internet at national levels. As developed by UNESCO, Internet Universality indicators will serve as a recognized and authoritative global research tool for assessing Internet development, broaden international consensus and evidence-based dialogue, and foster online democracy and human rights towards knowledge societies engaged in sustainable development.

Session description
UNESCO indicators is currently at the drafting stage and will be finalized by the end of April. The draft contains above 200 options for indicators, developed under five categories covering human Rights, Openness, Accessibility, Multi-stakeholder participation and crosscutting issues, including indicators concerned with gender and the needs of children and young people, sustainable development, trust and security, as well as legal and ethical aspects of the Internet. The draft framework includes a mix of quantitative and qualitative Indicators. Eurodig stakeholders are welcome to provide their inputs and comments via the online platform for Internet indicators consultation: http://www.unesco.org/new/en/internetuniversality
Format
The session will be dedicated to discussing the implementation process of the final indicators and formulating partnerships and synergies for that purpose. EuroDig stakeholders will be invited to share their visions and exchange views on how Internet Universality indicators play an instrumental role for national actors to map the extent to which there is Internet Universality in a given country and contribute to evidence-based policy improvements by Member States.
