Universal Acceptance (UA) is a fundamental requirement for a truly multilingual Internet. While there is a certain progress from the technical perspective, there is more need to explore how UA impacts on the users, how multilingualism works on the Internet, the difficulties for developing and deploying local content, the dichotomy between being more sensible to local culture and needing a universal communication means.

Session description

Universal Acceptance is a fundamental technical requirement for a truly multilingual and inclusive Internet*. It is also the key to unlocking the potential of Internationalized Domain Names (IDNs - e.g. .рф, .срб, .հայ, مصر, etc.), Email Address Internationalization (EAI - email address in local scripts) and new generic Top-Level Domains (gTLDs - e.g. .berlin, .москва, etc.). The number of Internet users is about 4.5 billion and it is continuously expanding. It is multilingual and has never had so many choices for online identifiers*. While English remains the predominant language on the Internet and its infrastructure, those who don't speak English should still be able to fully use it. Internet users around the world should be free to use the online and cultural identity of their choice.

Nowadays, there is a certain progress in Universal Acceptance from the technical perspective. There are technical standards on IDNs, EAI support and a number of UA-ready software already in place. A community-based team of industry leaders, the Universal Acceptance Steering Group (UASG) supported by ICANN, has made notable progress over the past years and continues its work in raising awareness of UA across technical communities around the world. In addition to its website (www.uasg.tech) that acts as a central repository for UA-related materials, it has also developed and disseminated a comprehensive suite of educational resources about UA and what organizations need to do to become UA-ready. Besides, there are some good examples of IDN and EAI implementations supported by the local governments.

Acknowledging the certain technical progress, nevertheless, there is still need in working on further UA adoption in all software, online services and Internet systems on global and local levels. Multilingualism impacts on the internet: user interfaces, content, messaging, voice assistance, etc are produced in local languages. But what obstacles prevent worldwide UA adoption? Do they relate to the technical or business aspects of integrating a new Internet technology or raised by some national and cultural factors not to be disregarded as well? And what aspects of diversity on the Internet related to languages, scripts and writing systems can be a source of difficulties not only for end users but for the technical implementations? Who and how can enforce the processes globally and in certain regions?

All these questions will be covered during the session.

Moderator

The moderator is the facilitator of the session at the event. Moderators are responsible for including the audience and encouraging a lively interaction among all session attendants. Remote Moderator

Trained remote moderators will be assigned on the spot by the EuroDIG secretariat to each session.

Reporter

Reporters will be assigned by the EuroDIG secretariat in cooperation with the Geneva Internet Platform. The Reporter takes notes during the session and formulates 3 (max. 5) bullet points at the end of each session that:

  • are summarised on a slide and presented to the audience at the end of each session
  • relate to the particular session and to European Internet governance policy
  • are forward looking and propose goals and activities that can be initiated after EuroDIG (recommendations)
  • are in (rough) consensus with the audience
