Session description
After the UN GGE failed in summer 2017 to produce a consensus report around international norms for state behaviour in cyberspace, the discussion continues how to keep the the Internet stable und secure. The multistakeholder Global Commission on Stability in Cyberspace, chaired by the former foreign minister of Estonia, Marina Kaljarund, is working on norms which would be relevant not only for state actors but also for non-state actors. A first norm to protect the public core of the Internet was proposed by the GCSC at its recent meeting in New Dehli (November 2017). The commission works on other norms related to the protection of critical infrastructure, including electoral systems, against cyberattacks and towards a holistic approach for new global Cyberdiplomacy.
