Session description

UNESCO’s Internet Universality ROAM-X Indicators serve as a holistic toolkit for Member States to conduct voluntary assessment of digital development and formulation of effective policy actions to ensure resilient, safe, inclusive, and human rights-based Internet environment.

The framework is applied at national level through a multistakeholder approach by which various interested, concerned and impacted parties come together to reflect on various dimensions of Internet environment covered by the indicators under the interdependent Rights, Open, Accessible to All, Multistakeholder participation (ROAM) principles. Since the launching of the ROAM-X framework in 2018, the Internet Universality assessments are progressing in 44 countries, including Germany, France, Serbia, Bulgaria in Europe.

On the occasion of EuroDIG 2023, UNESCO organizes this event to achieve below objectives:

1. Gather and expand the members IGF  Dynamic Coalition on Internet Universality ROAM-X indicators and reinforce the extensive partnership with the EuroDIG community to advance digital governance in Europe and reflect on how ROAM-X could support governing the Internet in troubled times and help address the risks, building resilience and hope.
2. Showcase key achievements, findings, recommendations and impact of ROAM-X assessments in Europe, sharing the best practices and lessons learnt during the implementation process.
3. How to improve and update the current ROAM-X indicators framework in face of the rapid development and unprecedented challenges of digital transformation.
