The EU's quest for digital sovereignty promises individual empowerment through better privacy protection and data usage awareness, while also incentivising public and private actors to share data without losing ownership or reducing privacy. This is done through a number of means, including new regulations such as the Data Act and the Data Governance Act. To reach this objective, several challenges remain to be address, including access provision to everyone, such as remote areas and areas at war in the wider European space.

The EU’s quest for digital sovereignty promises individual empowerment through better privacy protection and data usage awareness, while also incentivising public and private actors to share data without losing ownership or reducing privacy. This is done through a number of means, including new regulations such as the Data Act and the Data Governance Act.
