Session teaser

The impact of voluntary and/or mandatory actions on the different layers of the internet, from a technical perspective and in the context of questions including jurisdiction, censorship, and enforcement.

Session description

The session will be divided into two parts:

Part 1 (50min): "Technical training" to provide the audience with information on the underlying building blocks of the Internet and the functioning of the different internet layers (ISPs, IP addressing, DNS, naming). Objective: explain the impact of online content control on the technical operations of the different internet layers and how this affects the daily use of internet; lay the foundation for an informed discussion about content control.

Part 2 (40min): Moderated open debate kick-started by "fire starters". The moderator will build the bridge from the technical part to the policy debate. A balanced selection of "fire starters" from civil society, academia, law enforcement, etc. will fuel the debate with short, concise statements that are then open to discussion.

Format

After a 50 minute technical (but understandable) training on the underlying building blocks of the Internet, we will build the bridge to a 40 minute policy debate (open to everyone!) on the different aspects and views on content control initiated by "fire starters".

Until 15 May 2016. The remote moderator is in charge of facilitating participation via digital channels such as WebEx and social medial (Twitter, facebook). Remote moderators monitor and moderate the social media channels and the participants via WebEX and forward questions to the session moderator. Until 15 May 2016. The reporter takes notes during the session and formulates 3 (max. 5) bullet points at the end of each session that:

  1. are summarised on a slide and presented to the audience at the end of each session
  2. relate to the particular session and to European Internet governance policy
  3. are forward looking and propose goals and activities that can be initiated after EuroDIG (recommendations)
  4. are in (rough) consensus with the audience
  5. are to be submitted to the secretariat within 48 hours after the session took place
