Mr. Manuel Costa Cabral is a Senior Consultant at ANACOM, the Regulatory Authority for Electronic Communications in Portugal where he is mainly involved in Digital Governance issues. Manuel was a Member of the Cabinet of the Secretary of State for Digitalisation and Administrative Modernisation at the XXIII Portuguese Government. Manuel was also the Co-Chair of CEPT and the Com-ITU President. The Committee for ITU Policy (Com-ITU) is responsible for co-ordinating European activities within the International Telecommunications Union (ITU). Manuel was a Policy Officer at the Directorate General CONNECT of the European Commission between 2008 and 2010 Manuel holds a Masters in Information Security and Cyberspace Law at Instituto Superior Técnico and a Business Management degree from Católica-Lisbon Business School.
