Thanks a lot to all who participated in the call and e-mail discussions! So, what has been agreed so far:
1) The title of the session. We decided that it shall reflect the complexity of the topic and the fact the we included several proposals which are not "matching" on the first sight, but all have a common denominator - cybersecurity. It also intends to reflect the format we have chosen for this workshop. So, the title of the session is: Cybersecurity: Bringing the Puzzle Together
2) Concerning the format of the session: it was suggested that we will structure the session in the following way (we have 90 min + 90 min follow-up):
- before the workshop (via twitter) and in the beginning of the workshop we will ask people to make statements and raise the questions they consider to be a cybersecurity challenge. The session will begin with the resource people making short (2-3 minutes) statements about the topics that were proposed for the session (drones, protecting youth in the digital age, big data, surveillance, there might be statements from Council of Europe, ISOC statement about their position on cybersecurity....) - After the statements we will give the floor to the audience for the short statements - approx. 1 minute each. - Then we will cluster the topics to the 3-4 (may be 5) main blocks (clusters) with the help of resource people and moderators. On the first sight, this topics could be - robotics in the context of international peace and security (drones, etc.), cybercrime, protection of youth.... + something else. However, we can discuss the clusters later + something can pop up during the session. - Then we suggest to break into the groups, where people will discuss specific "cluster" topics with the experts (like drones, child protection) - your or your resource people are invited to guide this group discussions, we think this short group break will, first of all, allow you to share your ideas with those who are interested, and, secondly, will let us manage the patchwork of proposals. - In the follow-up the main overarching theme would be - "who and how should address the issue, how much state intervention is needed, what is the role of the private sector and civil society in cybersecurity". Here we can ask people from each groups to deliver the results of their discussions and make statements, ask audience for the statements, ask for opinions on twitter, answer the questions from the audience and remote participants. We can also turn to cross-cluster issues, to bring everything into the context of the meta-question (see overarching theme).
At the end our goal is: o list of questions that are already discussed somewhere (eg. CoE), o list of questions that are open and not discussed anywhere and even suggestion in which fora those questions are most convenient to be raised (eg. in OSCE), o list of issues that we need more understanding about, to build capacities further. o main roles and responsibilities of actors re. some of the clear issues or open issues
We may use online tools like online voting, online document drafting for note-taking, etc - depending on what we need.
This format sounds a bit innovative, but Vlada and I are ready to take this challenge and to moderate the session.
The next steps for the group: - please comment on the developments if you have any comments - please suggest your resource people who will make statements. As far as I understand, we will have someone from Iliana, then we have Jeffrey, we will have someone from the ISOC, may be from Council of Europe... Dear group members with the topics on big data and surveillance, please suggest your resource people - please help us to shape the main clusters - the suggestions above are are a bit raw - though the clusters will be shaped at the beginning of the session, we better to come prepared :)
