This main session as well as WS 7 will develop messages relating to the UN WSIS+20 Review. The Main Session provides the opportunity for European stakeholders to discuss in general terms the outcomes of the Review and the conduct of the process. In the workshop we will focus on the role of the national and regional IGFs in the implementation phase of the Review outcomes. Finally, stakeholders are invited to make proposals for specific actions by EuroDIG in support of the implementation phase.
Session description
Following the adoption of WSIS+20 Resolution (WSIS+20 review outcome document) by the United Nations General Assembly in December 2025, it serves a historic moment to envision the post WSIS+20 implementation of the commitment Member States have powerfully reaffirmed to the World Summit on the Information Society vision: to build a people centered, inclusive and development oriented information and knowledge society, where everyone can create, access, use and share information and knowledge.
This main session as well as WS 7 will develop messages relating to the UN WSIS+20 Review. The Main Session provides the opportunity for European stakeholders to discuss in general terms the outcomes of the Review and the conduct of the process. In the workshop we will focus on the role of the national and regional IGFs in the implementation phase of the Review outcomes. Finally, stakeholders are invited to make proposals for specific actions by EuroDIG in support of the implementation phase.
This main session invites EuroDIGs Institutional Partners to share their visions and spark debate among stakeholders and participants at EuroDIG on several key issues: strengthening the World Summit on the Information Society and broader UN processes; implementing WSIS objectives in a measurable and effective way; and identifying concrete actions to improve the multistakeholder model of governance. After their input the audience will be engaged in the discussion focusing on the following guiding questions:
1. Linking WSIS+20 with broader UN processes such as GDC
- The WSIS+20 resolution underscores the importance of strengthening coherence between the WSIS framework and wider UN processes, particularly the Global Digital Compact. From your perspective, how can the implementation of WSIS+20 outcomes be better aligned with instruments such as the Pact for the Future and the GDC, and what practical steps would you suggest to ensure coherent and mutually reinforcing delivery?
- With multiple digital governance processes underway, how can stakeholders ensure that WSIS+20 implementation is not diluted or duplicated, but instead benefits from coordinated action?

2. Operationalizing WSIS+20 outcomes in a measurable manner
- What are the most critical outcomes of the WSIS+20 Review that now require immediate implementation, and where should stakeholders prioritize efforts in the next 2–3 years?
- Building on the WSIS+20 mandate for Action Lines to elaborate targeted implementation roadmaps, how can WSIS+20 commitments be operationalized in a measurable and accountable manner?
- What concrete institutional, policy, or technical mechanisms are most effective at the national and regional levels, and how should metrics be designed to ensure consistency and comparability across different contexts?

3. How can the multistakeholder model—and specifically the IGF - be evolved to ensure inclusive engagement and meaningful participation in the implementation of WSIS+20 outcomes?
- How can we strengthen the participation of governments, the private sector, and underrepresented groups (including youth and gender-diverse voices) to ensure the implementation phase avoids fragmentation?
- What concrete actions should the IGF and EuroDIG take to move beyond discussion, ensuring that stakeholder engagement leads to tangible policy impact and the technical support required for under-resourced regions?

Messages
The Programme Committee is responsible for taking notes during the session and to formulate 3 (max. 5) bullet points that are presented at the end of each session. The audience shall agree on the messages in (rough) consensus.
