Do we use internet in the right and safe way or do we have to be taught to?

Session description

Session full title: "Internet users' empowerment: Opportunities vs. risks"

When we use the word "empowerment" we do not necessarily understand the same thing. To empower an internet user, and more specifically a young one, could have several meanings:

- to create a safer online environment;

- to protect the users from malevolent acts;

- to educate users raising their awareness of online risks; teaching digital and media literacy and skills;

- to give the users tools to ask for support and advice;

- to provide positive content, etc.

The session aims to define ways to empower more people to make best use of the opportunities that digital technologies provide in order to assist economic development, competitiveness, education, social sphere.

Format

The main aim of the session is to look at the notion of empowerment from different points of view and try to find the connection between them.

Four panelists will open the session with interventions on the following topics:

1. Empowerment of the digital citizen: Protect yourself (Sir Richard Tilt)

2. Youth empowerment (Florian Daniel)

3. Criminal Justice and Industry collaboration (Jeffrey DeMarco)

4. Consumers' empowerment (Maria Gaton Fraile)

Then the participants will discuss in three separate groups on the various aspects of empowerment of the ICT users in the digital era.

At a final panel session one rapporteur from each group will present the conclusions and recommendations of the group. Ideally it will allow to formulate some recommendations to all stakeholders.

  • Jeffrey DeMarco: Jeffrey DeMarco is a Research Fellow and Project Manager with the Centre for Abuse and Trauma Studies. The research centre has a range of expertise, with a focus on protecting young people online.

Final report

The panel raised the following main points concerning the topic of empowering young people to use ICTs in a positive and constructive way:

1. Youth participation: The internet of the future's users will be the young people so they have to actively participate in shaping it.

2. Education: Teachers should be empowered to educate young people by engaging them but also by learning from them.

3. Protection: Multi-stakeholder approach is the key to provide safer internet environment and better content and services for youth.
