Main Topic 1: Impact of the war

These sessions focus on the influence of the war in Ukraine - now in its second year - on the Internet, and the roles of the Internet in this war. Ukraine has shown remarkable resilience against attacks to destroy its infrastructure, as well as attempts to break its morale by disinformation and hate speech. This war has also raised the fundamental question of how long and to what extent the core of the Internet can remain neutral ground in a world of worsening geopolitical crisis?

Main Topic 2: Internet Fragmentation
These sessions examines the risk of globally interoperable networks splintering into isolated islands – and to what extent it has already been realized. Avoiding fragmentation is professed as a common goal, but it may mean different things to different actors and at different layers of the network. Autocratic governments try to close their “information space” for political reasons by all means, but even well-meaning efforts by democratic ones may have unintended consequences and lead to fragmentation.
